Getting booked for removing shirts.

So, players get booked for removing their shirts as a goal celebration. But seeing as a player can still receive a card after the final whistle, how come players don't get booked when they swap shirts after the game is over? Stupid ruling in the first place....

More to the point, why have UEFA fined Croatia only £65,000 for racist chanting, but happily fined Nick Bendtner £80,000 for having an unofficial sponsor on his trollies?
