Has it ever "really" started?

In truth I don't know, he seems to have managed to stay employed somehow for more years than I can remember.

..... Andy did indeed announce his retirement on 10th July 2000 and has since left West Brom for a career in the media. He can be found commentating on ITV

From a Norwich fanzine.

The Premiership (2001–2004)

When ITV stole the rights in a hugely inflated bidding war, I feared the worst. At best ITV would be a pale copy of MOTD. At the start it was worse than that. ITV wanted to do everything different to cash in on their investment.........

To make the show different from BBC they also had lots of gimmicky features - to many graphics were used and, laughably, Andy Townsend was put in a mobile trailer outside a big game to get access to a key player and talk through key moments of that game!................

"The Premiership" (2001)

Andy Townsend ...  Expert Analysis (unknown episodes)

From IMDB of all places.

Being a highly respected professional, Andy has always been in demand, both on and off the pitch, and since retirement in 2000, he has been a guest on many television and radio programmes.
He has presented for TW1, Radio 5 Live and Talk Sport amongst others and has made numerous appearances on programmes such as ITV's "On the Ball", "Champions League" and "Central Sports Special".

Andy's warm and friendly personality coupled with his true professionalism and instant recognition, make him a popular choice for all kinds of commercial, advertising and endorsement work.

From his Agent - Optimum Sports

Answer seems to be during the end of 2000 and start of ITV's Premiership in autum 2001.
